After downloading, execute the setup executable PPT2Pub11.exe.

At the end of installation, the addin installation instructions will follow. For your convenience, those instructions are also available here:

• Launch PowerPoint.
• Select Tools | Add-Ins...
• Click Add New...
• Locate and select the addin Send To Publisher in the dialog box that you see now. If you don't see the addin here, you will find it in the folder where you installed Send To Publisher. Usually, PPT2Pub.ppa is installed in
  
  "C:\Program Files\OfficeOne\Send To Publisher\"
  
  folder on your computer.
• Click OK.
• Click on Close.

Send To Publisher is now installed. You can export your PowerPoint presentations to Publisher by selecting File | Send To | Microsoft Publisher...  menu item.
